Italy applies Regulation (EC) No 1186/2009, the EU rule on reliefs from customs duty for people who move their home from outside the Union. The Agenzia delle Dogane e dei Monopoli (ADM) publishes the forms and a customs FAQ. O'Brien's Moving & Storage arranges overseas moves through Bekins and partner international carriers; the ADM text below covers the Italian side.
Two forms, one with a guarantee
ADM publishes form F-01 A for a request without a guarantee and form F-01 B for a request with one. The guarantee version is used when the goods are cleared before the person has actually settled in Italy. In that case the person commits to relocating within 6 months and provides a guarantee, such as an insurance policy or a deposit, in an amount the local customs office considers adequate.

The 12-month residence test
Applicants must show that they lived outside the EU customs territory for at least 12 consecutive months. If the stay was shorter, they may still qualify by proving a genuine intention to stay abroad that long, with documents such as a terminated work contract. The ADM FAQ describes this exception for interrupted stays.
The 6-month and 12-month goods rules
Items must have been owned and used in the previous country of residence for at least 6 months before the move, and they must be meant for the same use in the new home. The F-01 form includes an undertaking not to lend, pledge, lease or sell the goods for 12 months after import without notifying customs.
Goods must be declared for free circulation within 12 months of the date you establish normal residence in the EU customs territory.
What is covered, and what is not
The relief covers household effects and personal belongings, plus household provisions for normal family use. Alcohol, tobacco, commercial vehicles and professional equipment are excluded, with an exception for portable tools of mechanical trades or liberal professions. Cars and motorcycles can be included, but each eligible family member must qualify individually and proof of registration abroad is needed.
Evidence customs may ask to see
The inventory is where the O'Brien's side meets the Italian side. We prepare an itemized inventory and condition report before packing, and the estimate is itemized and in writing.
- Proof of residence abroad, such as an employer's certificate, a lease or a property deed.
- A consular certificate or a residence record, where relevant.
- An inventory of the goods being moved.
